Brigadier General Christopher Ddamulira Sserunjogi, the Director of Crime Intelligence in Uganda Police has asserted that they were compelled to deploy security operatives putting on hoods in the Kawempe North by election because the situation was abnormal.

Ddamulira denied to be behind JATT operations, the drones that whisk away NUP supporters in broad daylight and having a hand in the election violence that was exhibited in the Kawempe North by election.

Ddamulira said all this in an exclusive interview with this mighty website. Just kindly settle and read it for yourself word by word.

DEKAMOS:How is the country’s national wide security?

DDAMULIRA:The national wide security speaks for it’s self because it’s in open air that there’s harmony in the country across all borders.

What’s happening is the usual criminality which we continuously struggle to combat. This can be evidenced in last year’s police annual report which indicated that criminality had reduced by 4.1%

DEKAMOS:The NRM government you’re faithfully serving gained power from staging a military coup. The unprofessionalism of the officers of law of brutalizing citizens they were meant to protect and their property, was one of the key reasons as to why President Museveni and others went to the bush to fight against. As we speak now, this reign of terror is back doubled for example day by day we witness drones whisk away people to the so called safe houses where they are extremely tortured. In the Kawempe North by-election, security operatives whipped people including journalists like slaves. What’s your take on the new horrific fashion of security agencies?

DDAMULIRA: Fact is before and after someone is an officer of the law, that person is human and in humans mistakes are inevitable and its here that our works carry stains.

Whenever such circumstances occur, the authorities do not just sit  back and watch like the Kawempe North incident, when the President saw the nasty things that unfolded, he came out against them and ordered immediately for special investigations into the matter.

I therefore request and suggest that we be calm as we await for that report.

DEKAMOS:NUP always links you to all abductions and torture of their supporters and operations done at their party headquarters. Why is this so?

DDAMULIRA:(First smothered a laughter and stressed that)Perhaps of my good service.

You know I have been in the army for 30 years now. Am among the soldiers who fought in the stabilization wars of northern Uganda, Am among the soldiers who were first deployed in the TURBULENT Somalia. I have also fought in Cong and many other wars. In 2019 the Commander in Chief deployed me in Police were I believe you also agree that I have done many tangible works.

Because I have served in many areas where my works are still solid, my name sounds, I think that’s why people think that I have a hand in every operation but that’s not true

DEKAMOS:Then how is true is the fact that you the cold hearted man behind the drones that whisk away NUP supporters in broad day light and JATT that tendered beating up people like snakes

DDAMULIRA: Our people are talking that out ignorance.

JATT was established in 1999,the President and CDF recently clarified that JATT is a military agency under the UPDF,now how can Ddamulira whose in Police be responsible for JATT’s operations?!

Drones were baptized on me wrongly because of Mr. Kyagulanyi’s slanderous tongue. Someone on social media just shares a video of Mr. Kyagulanyi alleging that I am behind the drones that whisk away people without a second thought of asking is what this person is saying the gospel truth. If our people could make research they would really know the truth.

However, Ssemujju Nganda, Kira Municipality’s legislator asserted that JATT was established in the era of General Kale Kayihura as Commander of Police with a major aim of breaking down the Muslim community. This is perhaps why many Moslem clergies and promising Moslem businessmen were arrested being linked to terrorism at that time.

DEKAMOS:Who are those heavily armed men that we saw their faces covered with hoods while dressed known security uniforms without names or identification number that beat up people like nothing in the concluded Kawempe North election?

DDAMULIRA: When the prevailing situation proves to be abnormal, abnormal tactics are used to take challenge of it.

Rightly, an officer’s uniform MUST have his or her name, the unit  he or she serves from, his or her rank and his or her identification number but in abnormalities, those items may not be included.

I have been to many wars and this is done to primarily protect the commanders because should the enemy identify him or her, when the war starts, the enemy may dedicate the first bullet to him or her. Do you know the cost of the death of a General or a Commander in a war?

DEKAMOS:General,are you trying to convince us that in Kawempe North there was war instead of a by election?

DDAMULIRA:I didn’t say so.

Let’s be confident that all our queries about Kawempe North by election are going to be addressed in the report of the investigations the President ordered

DEKAMOS:Is it true that your Ghetto Structures program is intended to fight Kyagulanyi’s influence in the ghettos?

DDAMULIRA: Fighting criminality is the primary aim of this program.

When I did research, I found out that criminality begins from Ghetto because most of the young people in them are unemployed.

Due to their parent’s poverty, these children drop out of school which exposes them to the wild world at a tender age. In quest for survival, these adolescents can easily be persuaded to enter gangs from where they are trained to become professional thieves and drug dealers.

Upon realizing that arresting these youths would instead fill prisons and yet criminality will not have been ultimately solved, I resorted to the path of prevention is better than cure.

In this program we first of all mobilise these youths, rehabilitate them and after teach them vocational skills. On the day of passing them out, we provide for them a small start up capital to begin life.

So I laugh for anyone to think that my invasion in Ghettos is to fight Kyagulanyi or opposition because you can’t enjoy yourself from a country full of instability. For example if you are Mr. Kyagulanyi who moves from a bullet proof car….No, let’s imagine you’re the LOP who moves from a car government with a well beefed up security which means he’s safe but is his wife or sibling or child who are not mandated to these provisions safe as well? When criminality escalates, it means the LOP’s wife life will be in danger because as his wife will be returning home from her work, she might be attacked by thieves and take all her jewelry or money she will have worked that day. This can’t be good at all. In the same way Investors or tourists, cannot come to a country they aren’t sure of their safety.

Perhaps my program is involved with politics in this way, politicians used to use these youths in staging violent riots and at the closure of the day pay them shs5000-10000.

It’s now hard for a Ghetto youth who has passed through my program to go for such dirty jobs because he has got a permanent job from which he earns that 10k a politician is offering him to go and riot.

DEKAMOS:Why is Kyagulanyi and you at cross roads yet you are both subjects to the Kabaka?

DDAMULIRA:I have got zero issues with Mr. Kyagulanyi.

In fact its him you must ask why he’s ever roasting me. Mr. Kyagulanyi in every press briefing at NUP headquarters at Makerere-Kavule, he dusts my name. On top of this, he lies that the government of America imposed sanctions on me.

Even if it’s true, I have got nothing to lose because I have no account or property or business or any of my family members in America

All the little I have achieved I have earned it from here.

I let Mr. Kyagulanyi in the hands of God who is the uncompromised judge

DEKAMOS:But you think Kyagulanyi can rule this country?

DDAMULIRA:I am still a serving military officer, the law doesn’t allow us get involved in politics.

DEKAMOS: It is said that your constructing a palace in Kasangati from the money you swindle from the Ghetto structure program.

DDAMULIRA: That’s a flat lie.

The youths under our program formed SACCOs and money comes from BOU and goes directly to the SACCO accounts.

I don’t  touch this money at all.
