In a scathing attack, President Joseph Kiiza Kabuleta has accused President Museveni of deceiving Ugandans with the Uganda Coffee Development Authority (UCDA) bill, claiming it’s a strategy to keep coffee farmers trapped in poverty. Kabuleta’s remarks have set off a new wave of debate, challenging the government’s narrative on agricultural reform and spotlighting the bill’s potential impact on Uganda’s coffee industry and its farmers.

Joseph Kabuleta, the leader of NEED, recently voiced strong criticism of President Museveni’s proposed merger of the Uganda Coffee Development Authority (UCDA) with the Ministry of Agriculture. He claims this move is part of a broader government effort to curb rural wealth accumulation, particularly among coffee farmers. According to Kabuleta, Uganda’s recent coffee earnings have increased significantly, from $846 million in 2022–2023 to $1.14 billion in the most recent fiscal year, highlighting the sector’s success. However, he argues that President Museveni perceives this financial gain among rural farmers as a threat to his control and stability in power, fearing that increased rural wealth might enable greater independence in decision-making, especially ahead of the 2026 elections.

Kabuleta points out that, historically, Museveni’s policies have incorporated middlemen, limiting direct profits for Ugandan farmers in cash crops such as coffee, vanilla, and cotton. He claims the government’s strategy has contributed to the decline of Uganda’s local textile and fishing industries, attributing this to Museveni’s focus on stifling industries that could elevate local financial stability. He highlights the country’s current reliance on foreign-owned companies in the coffee sector, which he says operate through layers of intermediaries that further minimize farmers’ earnings.

Kabuleta concluded by declaring that rural Ugandans will gain economic prosperity once Museveni leaves office, promising a more financially independent and thriving Uganda if NEED assumes leadership.
