Mukono Municipal Council has lifted the suspension on ongoing construction works by China Civil Engineering Construction Corporation (CCCC), but with a set of tough conditions attached. The decision follows a series of meetings between municipal authorities and the contractor aimed at addressing concerns over project delays, safety standards, and community engagement.

This announcement has been made by Francis Byabagambi,the Town Clerk of Mukono Municipal Council.
CCCC’s works were suspended on 7th, March/2025 following the growing concern of dismal performance underlined by the systematic non-compliance with contractual obligations, technical guidelines and environmental and social safe guards. These included disregard of contractual obligations to safe guard workers, the public and equipment, incident reporting and management, concealment of critical information related to the project, lack of functional health and safety structures, failure to ensure proper welfare for workers and non-compliance with grievance redress mechanism.
This suspension brought to a standstill of multiple road construction projects such as Anthony-Kame,Kame Annex, Albert Cook Cathedral rise,Kame-Nabuuti-Katoosi road, Admin Link, Access Road and Link Road under the Greater Kampala Metropolitan Area Urban Development Program(GKMA-UDP) funded by the World Bank and the Agence Francaise de Developpment (AFD)
Following the suspension, CCCC fell on knees and submitted a comprehensive response matrix detailing its corrective action. It’s against this background that the suspension was uplifted
Byabagambi asserted that the lifting of the suspension was tagged to several conditions such as removal of three machines from site. These had not been approved by the Inspector of Vehicles.
Other conditions are CCCC is required to continuously implement commitments in the response matrix and ensure timely information sharing and incident reporting to inform adequate responses for effective incident management.
CCCC was also conditioned to manage all E&S Safeguard requirements as per the Contractor’s Environmental and Social Management Plan, relevant national laws and regulations and World Bank Safeguard Standards.
