It’s in open air now that should Charles Mutebi, the Kalungu-Rural Sub-County Councilor and Ssewungu Joseph Gonzaga, the Kalungu West Legislator be driving from an opposite direction, both are most likely to knock each other.
The Mutebi-Ssewungu fall-out has reached a nail-biter stage because they have turned funerals and any other ceremonies that they collide on into rings to exchange blows.
EXAMPLE ONE
When Mutebi and Ssewungu attended a burial of a one Aminah in Kitabya village, Bwasa Ndeku Parish, they almost strangled themselves.
Ssewungu arrived late for this funeral and he found Mutebi delivering his speech.
When Ssewungu’s turn to address mourners as the area MP, he sarcastically attacked Mutebi that “You Baganda of this area, why did you abandon your morals to an extent of giving a defiler and a rapist audience to address you”
Ssewungu harder hit Mutebi by referring to him as a witch when he remarked that “during the 2021 general elections, the heartless rapist was affected with a terrible disease and approached me to bail him out with 2 millions to go for a surgery.Unfornutely,the fellow rushed to a shrine”
These accusations made Mutebi lose his cool and fired back at Ssewungu by remarking that for someone to know that the other is a witch, he too much be a witch or must have escorted him to go to the shrine because birds of the same feather always flock together.”
This drove Ssewungu and Mutebi into a war of words with either sides conveying rockets to the other side. This free movie left mourners amazed by the uncalled for behavior of their leaders
EXAMPLE TWO
John Kiragga, the Mayor of Kalungu Municipality is another person who fell victim of Ssewungu’s provocative tongue to nearly fighting in church.
This nasty exchange happened at the alter of a certain Catholic Church located Kabisa-Lugazi.
Both Ssewungu and Kiragga had been invited by Father Paul Ssenyonga to join them in a mass of commemorating the day this Church was established
Despite the fact that Ssewungu and Kiragga were not eye to eye at that time, they were made to sit close to each other in the front chairs and Kiragga was tasked with a no easy duty of calling Ssewungu to deliver his speech after him.
Kiragga in his address reported Ssewungu to their host Father Ssenyonga that he goes around Kalungu biting him with a slanderous tongue that he abandoned NUP and crossed to NRM.
Kiragga explained that Ssewungu based his harmful propaganda on the fact he had attended President Museveni’s Presidential Tour to Masaka District.
Kiragga justified his move on the fact that since he’s among the prominent businessmen in Kalungu, it was really inevitable for him to miss out such a big opportunity. He added that he attended President Museveni’s tour to remind him fulfill his long ago promises to Kalungunians for example in 1996, President Museveni promised to construct Suula Ekooti road.3) That he attended to learn more about PDM and Emyoga programs such that he can mobilise people to join them when he’s well backed up with facts because the money Parliament had allocated Ssewungu to sensitize people on these programs, he had used it to get himself drank stupid at Club Ambiance, Masaka.
Kiragga concluded his speech by asking Ssewungu to know his limits and questioned him not to speak on his behalf again because he had never appointed him as his spokesperson.
When already angered Ssewungu took up the microphone he began to beat Kiragga gloves off with serious insults which hit Kiragga at his weak point. In anger, he run fastly to shut Ssewungu with a blow but was intercepted by some men from the choir.
WHAT IS THE TRUE CAUSE OF THE SSEWUNGU-MUTEBI DISPUTE
Ssewungu’s friction with Mutebi is basically political.
Mutebi emphasized that Ssewungu sees him as his major threat to his legislative seat.
That during the 2021 campaign trail, Ssewungu asked electorates to re-elect him in parliament because this was going to be his last term in parliament. He thus committed that as soon as he’s sworn in, he would show them his heir.
When Ssewungu said these words from Bugwa,Kiranga, Nabutongwa Trading Centre and Bulagula Trading Centre, the electorates there immediately mentioned Mutebi’s name.
When Mutebi won his councilor seat, he went further to pursue Kalungu District Speaker’s post and during mobilization, Ssewungu who happens to be his political father was among the stakeholders he approached.
Although Ssewungu promised to fully support him, when he remembered that some of his electorates had already endorsed Mutebi as his heir yet his over possession with the legislative seat is equivalent to that of Robert Gabriel Mugabe, the former President of Zimbabwe, it was a clear worrying signal.
Ssewungu feared that the speakership seat would enable Mutebi develop muscles to defeat him in the 2026 elections.
So when Mutebi contested for speakership, Ssewungu back stabbed him by supporting Allen Lwanga,the Bukulula Sub County Councilor
Since Mutebi is a teacher by profession, he was consoled for his speakership bloody loss by appointing him as Secretary for Education and Health which annoyed Ssewungu the more.
SSEWUNGU IMPLICATS MUTEBI IN A DIFILEMENT CASE
Mutebi further told us that because Ssewungu has a high libido for his legislative seat, he implicated him in a case of defiling a minor to end his political career once and for all.
The minor was a 14 year old and was a daughter to Baptista Ddungu who lodged a complaint at Kalungu police station at a file CRB/284/2021.
According to the victim the incident happened in September at Mutebi’s residence in Kaliiro village, Kaliiro parish-Kalungu rural sub county. Mutebi who happened to be the victim’s former Primary five teacher tricked her to pick a container from his house, to buy food for him from her mother’s restaurant. It’s alleged that Mutebi locked the door and chloroformed her before proceeding to defile her. When she later gained consciousness, she was shocked to see her dress stained with blood and her private parts hurting. Mutebi reportedly threatened to kill her in case she told anyone about what happened and the girl first remained silent fearing for her life.
When her health deteriorated prompting her parents to take her to Villa Maria hospital in Masaka, it’s here that the she told the secret.
When Richard Tumukwasibwe, the investigating officer who was assigned to follow up the case took the matter lightly, the victim’s frustrated parents were forced to camp at the district headquarters to seek the intervention of the district leaders for justice to prevail.
This situation forced Mutebi to be on a run for 5 months.
Mutebi says him and Ssewungu have been best friends for the last 20 years to an extent that when he was tying a knot to his wife in 2001, Ssewungu was his best man.
Its from that background he least expected that the greed of retaining a legislative seat would one day blind Ssewungu to an extent of betraying him like that.
WHAT SSEWUNGU SAYS
When this mighty website contacted Ssewungu, he remarked that Mutebi is like a dog barking at a lion.
