Breaking News: President Museveni Dismisses KCCA Officials Over Kiteezi Landfill Disaster
In a decisive move, President Yoweri Kaguta Museveni has exercised his constitutional authority under Article 172 (1) (a) of the 1995 Constitution to dismiss several key officials of the Kampala Capital City Authority (KCCA) in the wake of the Kiteezi Landfill disaster.
Following the findings of a comprehensive report from the Inspector General of Government (IGG), the President cited significant evidence of criminal negligence that led to the environmental and public health crisis at Kiteezi. As a result, the following officials have been relieved of their duties:
1. Mrs. Dorothy Kisaka – Executive Director
2. Engineer David Luyimbazi – Deputy Executive Director
3. Dr. Daniel Okello – Director of Public Health
The IGG’s report detailed grave lapses in oversight and management, holding these officials accountable for the severe mismanagement of the landfill, which poses serious health and environmental risks. In response to the findings, President Museveni has tasked the Criminal Investigations Department (CID) and other crime management agencies to launch an in-depth investigation into the matter, particularly focusing on criminal negligence.
In light of this decision, the President has directed the Public Service Commission to advertise the now-vacant positions of Executive Director, Deputy Executive Director, and Director of Public Health, with an aim to fill these roles within three months.
To avoid any disruption in KCCA’s operations, the President has instructed the Minister for Kampala to advice on interim appointments, ensuring that these critical functions continue without delay.
This move reinforces President Museveni’s firm commitment to accountability, transparency, and upholding the highest standards of governance for the well-being of all Ugandans.
The Kiteezi Landfill disaster has drawn widespread attention, and the President’s decision signals a strong response to public outcry, with a pledge to ensure thorough investigations and corrective measures.
