“Keep Politics Out of PDM Funds for Effective Development” – Bakaluba Mukasa.

The Chairperson of LCV Mukono District, Hon. Rev. Dr. Peter Bakaluba Mukasa, through Hon. Robert Ssentongo Mwesigwa, the District Secretary for Works, Water, Environment, and Natural Resources, and also the Councilor representing Nakisunga Sub County. The message was delivered as part of their efforts to monitor the Parish Development Model (PDM) program and assess its challenges during a joint monitoring exercise. Today’s visit focused on Kyampisi Sub County and Nakifuma Naggalama Town Council in Nakifuma County.

Some leaders believe that political interference is the biggest challenge hindering the effective implementation of the PDM. They say politicians mislead beneficiaries by telling them that the funds were given as a reward for their votes in previous elections. Others exploit the program to gain personal advantages.

Mwanjazi Ismail, the Vice Chairperson of Kyampisi Sub County, acknowledges that the PDM program is beneficial but calls for an increase in both the funds allocated and the number of beneficiaries per sub-county. He also requested the Mukono District Chairperson to improve roads and water access in their area, as many residents walk long distances in the scorching sun.

Namatovu Harriet Luzira, the Sub County Chief of Kyampisi, expressed gratitude to her colleagues for their teamwork in ensuring the success of the PDM program. However, she noted that some beneficiaries move to other areas, making it difficult to track them.

Francis Kizito Walubi, the Town Clerk of Nakifuma Naggalama Town Council, raised concerns that many beneficiaries misuse PDM funds by investing them in unintended projects despite having initially proposed viable business plans to secure the funds.

Hon. Robert Ssentongo Mwesigwa, while leading the monitoring exercise, urged Ugandans to stop politicizing PDM funds. He emphasized that these funds come from taxpayers and should be used responsibly for self-development rather than being wasted on unproductive activities.

Ssentongo also advised sub-county leaders to collaborate with the Buganda Land Board to obtain land titles, allowing the construction of sub-county headquarters rather than engaging in land disputes. He stressed that having land would facilitate government-led development programs.

Dr. Mukulu Fred, the Mukono District Production Officer, warned all PDM beneficiaries against giving money to Parish Chiefs or Councilors, as those in charge of the program are already well-paid.

The meeting was attended by Ssentongo Rajab Mukasa, the Chairperson of Kasawo Sub County, who represented the NRM Chairperson of Mukono District-Hajji Twahiri Ssebaggala. He advised Ugandans to separate politics from government development programs, as PDM funds do not belong to any political party but rather to taxpayers.

Similarly, Isa Nvule Walusimbi, the Mayor of Nakifuma Naggalama Town Council, pledged his support for government programs that benefit ordinary citizens. He opposed intimidation tactics used in politics, such as those seen in the upcoming Kawempe parliamentary by-election scheduled for March 13, 2025.

Daniel Kamara, who represented the District Chief Administrative Officer (CAO) Elizabeth Namanda, urged Ugandans to be honest when implementing the PDM program. He warned against favoritism, where funds are given to relatives and friends instead of deserving community members. He also cautioned against extortion, where officials demand bribes from beneficiaries.
