Hon. Jorem Kabali Kimera has been officially approved as the Vice Chairperson of Mukono District by the District Council. During the first council sitting of 2025, the District Chairperson, Hon. Rev. Dr. Peter Bakaluba Mukasa, urged the government to prioritize citizens’ concerns, particularly in delivering quality public services, emphasizing that taxpayers deserve better governance.

He criticized leaders who prioritize personal gain over serving the people who fund the government through their taxes.
This appeal was made during the Mukono District Council meeting held today at the Council Hall, Mukono. The session was attended by councilors from different sub-counties, Chief Administrative Officer Elizabeth Namanda, heads of various district departments, Mukono Municipality Mayor Erisa Mukasa Nkoyoyo, and other guests from across the region.

The session, chaired by Speaker Nakasi Betty, also raised concerns about the conduct of security agencies. Speaker Nakasi specifically condemned the beating of politicians and National Unity Platform (NUP) supporters during the Kawempe North by-election.
She called for fair political competition without intimidation, urging authorities to ensure political freedom, similar to how the National Resistance Movement (NRM) operates without suppressing opponents.
Additionally, she appealed to the Ugandan Parliament to enact laws protecting casual laborers, highlighting that many investors exploit Ugandan workers in factories while some hide behind influential officials, making accountability difficult.

During the council sitting, Hon. Rev. Dr. Peter Bakaluba Mukasa announced changes to his Executive Committee, appointing Hon. Councilor Jorem Kabali Kimera as the new Vice Chairperson and Secretary for Finance and Administration.
The proposal was seconded by Councilors Ssenyonjo Lauben, representing the youth, and Nakidde Mariam from Nagojje Sub-county. Hon. Kabali officially took the oath of office, signing before Chief Administrative Officer Elizabeth Namanda in Mukono.

In his address, Hon. Bakaluba Mukasa reiterated his call for improved service delivery, stating that citizens deserve efficient governance rather than leaders who focus solely on personal enrichment.
The Resident District Commissioner (RDC) of Mukono,Hajjati Fatuma Ndisaba Nabitaka expressed concerns about government workers failing to fulfill their responsibilities. She accused some officials of embezzling taxpayers’ money instead of ensuring it is used for public benefit.

Outgoing Vice Chairperson and former Secretary for Finance and Administration, Hajji Asuman Muhumuza, thanked Hon. Bakaluba for the opportunity to serve. He pledged to continue contributing to Mukono District’s development and presented a Bible as a token of appreciation.
After taking his oath, Hon. Jorem Kabali Kimera expressed gratitude to Hon. Bakaluba for entrusting him with this responsibility. He vowed to serve diligently and uphold his duties with integrity, guided by God’s wisdom.
